Job Overview:

As a Sr. IT Project Manager specializing in cloud application migration, you will be responsible for overseeing the successful migration of applications for the National Highway Traffic Safety Administration. This role requires strong project management skills, in-depth knowledge of cloud computing technologies, and IT certification in project management. Strong Agile Project Management expertise is required.

Key Responsibilities:

1. Project Planning: Develop comprehensive project plans, including scope, timelines, budgets, and resource allocation, in collaboration with stakeholders, to ensure successful managing application migration to the cloud.

2. Stakeholder Management: Coordinate and communicate with various stakeholders, including business leaders, technical teams, and vendors, to align project objectives, gather requirements, and ensure collaboration throughout the migration process.

3. Risk Management: Identify potential risks and develop mitigation strategies to ensure smooth migration and minimize disruptions during the transition.

4. Cloud Technology Expertise: Possess a deep understanding of cloud computing platforms (such as Amazon Web Services, Microsoft Azure, Google Cloud, etc.) and their respective services to select the most appropriate solutions for application migration.

5. Team Leadership: Lead cross-functional teams, including developers, system administrators, and quality assurance specialists, to execute application migration projects, motivating team members, and fostering a collaborative work environment.

6. Project Monitoring and Control: Monitor project progress, track milestones, and evaluate performance against established metrics. Implement corrective actions when necessary to keep the project on track.

7. Quality Assurance: Ensure that migrated applications meet predefined quality standards and comply with security protocols, data privacy regulations, and any relevant industry-specific requirements.

8. Documentation and Reporting: Create and maintain project documentation, including project plans, status reports, and post-migration analysis, for future reference and organizational knowledge sharing.

9. Playing an advisory role offering guidance and recommendations based on their expertise and experience.

10. Applying Earned Value Management (EVM) methodology for effective project management calculating variances, calculating performance indicators (CPI and SPI), and monitoring projects for CPI and SPI indicators within a specified tolerance.

Required Qualifications:

1. Project Management Certification: Possess a recognized certification in project management, such as PMP (Project Management Professional) or PRINCE2 Practitioner, to demonstrate a strong foundation in project management methodologies.

2. IT Expertise: Extensive knowledge of cloud computing technologies and platforms, including IaaS, PaaS, and SaaS models. Familiarity with cloud migration methodologies and best practices. Strong Agile Project Management expertise.

3. Experience: Proven experience as a project manager, preferably managing cloud application migration projects. Past experience leading teams and managing multiple project stakeholders is highly desirable. Experience working with the Government.

4. Communication Skills: Excellent verbal and written communication skills to effectively engage with stakeholders at various levels and convey complex technical concepts to non-technical audiences.

5. Analytical Thinking: Strong problem-solving and critical thinking skills to identify potential issues, analyze dependencies, and propose innovative solutions during the migration process.

6. Time Management: Exceptional organizational skills and the ability to prioritize tasks, manage resources efficiently, and meet project deadlines in a fast-paced environment.

7. Cloud Certifications: Additional certifications related to cloud platforms, such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect, or Google Cloud Certified - Professional Cloud Architect.

8. Strong Agile Project Management: Excellent Agile methodologies, such as Scrum or Kanban, would be beneficial for managing complex cloud migration projects with iterative development approaches.

9. Minimum 10 years of experience project management preferred with a focus on Agile methodologies and conducting assessments within complex IT environments.

10. Proficiency in Agile frameworks (Scrum, Kanban, etc.), Agile tools, and their application within diverse IT projects.

11. Ability to analyze complex data, identify trends, and generate actionable insights and recommendations.

12. Excellent written and verbal communication skills

13. Strong presentation skills with the ability to present to executive and senior-level leadership.

14. Certifications such as Certified Scrum Master (CSM), Agile Certified Practitioner (PMI-ACP), or equivalent certifications are highly desirable.
