Description This position leads, directs, and manages the City's public works operations, including environmental services, street maintenance, CRA services, traffic services, stormwater management, vertical construction, and engineering services functions. Significantly contributes to the development of, and supports the, approved strategic plan to address City and community priorities.
This is an essential position that requires performance of emergency duties and action to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, ice storm, etc.) or other conditions natural or manmade.
Examples of Duties - Directs and administers the activities and operations of the department, including development plan review, development construction inspection, and the planning, designing, construction, and inspection of stormwater, transportation, streets, vertical construction and various City projects.
- Directs the development, implementation, and maintenance of goals, objectives, policies, and procedures; reviews and evaluates service delivery methods. Identifies opportunities for improvement, makes recommendations, and implements changes to standard operating procedures to enhance services.
- Manages, supervises, and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination, or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; evaluates performance.
- Participates as a member of the City Manager's senior leadership team.
- Manages personnel and equipment to ensure the efficiency and effectiveness of department operations; provides instruction and guidance to division directors/managers.
- Determines and coordinates capital improvement projects; manages capital improvements, large infrastructure projects, and other public works projects.
- Prepares department operating and capital improvement budgets for approval; manages approved funding; controls expenditures; directs budget adjustments.
- Reviews and approves department purchase requisitions and bids.
- Oversees and coordinates long and short-range studies, plans, and construction of stormwater systems, roadways, trails, stormwater modeling, ADA transition plan, and local traffic studies.
- Provides input on CRA related projects and coordinates CRA maintenance activities.
- Communicates with the City Manager, Assistant City Manager, and City Council on matters related to project requests, complaints and other issues, and citizen questions and concerns.
- Prepares and manages contracts with professional consultants and contractors.
- Provides expertise for in-house Street Division, Stormwater Division, and CRA projects.
- Reviews reports, studies, cost estimates, and other information to make informed decisions.
- Manages and coordinates debris management during storm events.
- Attends City Council meetings and presents plans and projects.
- Reviews storm drainage/flood plain issues with employees, consultants, engineers, and the public.
- Acquires rights-of-way and other property for City use.
- Interacts with City departments and other public agencies; promotes and coordinates activities; educates employees on policies, programs, and procedures.
- Represents the City with professional organizations, community groups, and outside agencies.
- Analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals.
- Maintains a thorough knowledge of federal law, State and local statutes, ordinances, standards, procedures, and trends.
- Makes presentations to civic groups to promote City projects; provides information and interviews to the news media regarding department projects.
- Performs other duties as assigned.
Typical Qualifications - Graduation from an accredited four-year college with a bachelor's degree in civil engineering or a related field.
- A minimum of 10 years of progressively responsible civil engineering experience including design or construction principles of roadway engineering, stormwater, floodplain, vertical construction, inspections, project management, grant compliance, preferably at the local government level, at least 5 years of which must include experience in a supervisory/managerial capacity.
- Possession of or ability to readily obtain a valid driver's license issued by the State of Florida for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain licensure as a Professional Engineer in the State of Florida is preferred.

SUPERVISORY CONTROLS
The City Manager and Assistant City Manager assign work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include the employee handbook, personnel rules and regulations, Principles and Practices of Engineering, Land Development Code, the Florida Building Code, the Manual on Uniform Traffic Control Device guidelines, the Greenbook, State and federal laws, FDOT Design Manual and other FDOT guidelines, NWFWMD Design and Performance Standards, EPA and State environmental regulations, FEMA guidelines, National Flood Insurance Program guidelines, ADA regulations, and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

- The work consists of varied management, supervisory, and technical duties. The need to work cooperatively with a variety of stakeholders contributes to the complexity of the position.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective gloves such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Assistant Director, City Engineer, Public Works Field Operations, and Senior Administrative Support Specialist.
PTO Leave : Leave begins accruing immediately. The schedule varies slighter for Fire Fighters.

At the end of the year, any unused PTO leave will be placed in your PTO bank (up to 380 total hours). Time will be accrued bi-weekly & shown on each paycheck. After the 380 hours are filled, any unused PTO leave will be lost and cannot be used the following year.
RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service.
