This role will work as a key member of Data Management Program for data initiatives. The position will support teams working in Agile (Sprint) within a Data Product Line delivery mechanism. As an Enterprise Data Steward, you will lead and support data stewards from the business divisions across the agency, provide strategic and technical leadership for data management activities, provide training to data stewards, and provide supervision to contract resources. Responsibilities include providing direction, oversight, and support of Business Data Stewards and System Owners in their responsibilities, leading business requirements gathering and supporting the implementation of data management through the Data Product Line. The enterprise nature of this role includes responsibility for guiding Business Data Stewards within defined data domains. The role includes responsibility for external and reference data where there is no clear, singular business area with whom the data responsibility resides. This position also has the responsibility to team with Enterprise Data Stewards in other data domains where there are cross data domain impacts.

Job Duties

Research and analyze the statewide business relative to planning, performance measures, customer feedback, performance improvements and communicate results. Support programmatic analysis, reporting, and data management functions by developing and maintaining databases and data services needed to support the business. Apply business knowledge and technical expertise in developing tools to help make data driven decisions, report on program performance, and build efficiencies into daily work products and processes. Respond to ad-hoc requests for information. Develop recommendations and maintain documentation for improvements to existing data, systems and system configuration, and processes in support of business activities and provide technical assistance for developed applications to all end users. Ensure compliance with federal and state regulations and policies.

Cross-Functional Initiatives: Perform high level analysis as needed to support cross-functional initiatives. Coordinate across divisions and districts to ensure consistency, performance, and reliability of analytical tools.

Other Duties as Assigned: Utilize knowledge of key division responsibilities to independently perform ad-hoc requests as needed to support management initiatives.

Innovation: Work collaboratively with internal and external customers to identify and implement innovative solutions to help improve the quality of Division products and services. Build upon knowledge and understanding of Division and Agency business practices to design and implement tools to support and improve performance.

Agency Wide Initiatives: Support the Division’s role in providing data and analysis to support agency wide initiatives. Implement effective quality assurance and quality control strategies to ensure data and analysis is correct and responsive to the request. Employ knowledge of Division and Agency data sources to accurately and effectively provide data and information.

Minimum Qualifications

  • Demonstrated skill developing and managing large data sets and integrating data from different sources and across different platforms.
  • Knowledge of theory and principles of database development, data management, business process improvement, and performance management.
  • Skill in working with business and financial information systems.
  • Proficient use of Microsoft software with a focus on Access and Excel.
  • Ability to apply logic and reasoning to identify and analyze problem areas and recommend various solutions consistent with applicable regulations and policies.
  • Skill in oral and written communication to build effective relationships.
